The CS has an entire section of their military devoted to the enlisitng and training of psychics as defenders against the supernatural (read CWC Psi -Battalion), the vast majoprity of CS citizens and soldiers actually respect the Dog Boys, especially the "Nut Set" who actively work with Dog Boys and Dog Packs on a daily basis cleaning out supernatural threats in and around Chi-town. There is no further justification needed as the books lay it out already - unless you don't agree with what's in the books, in which case just change it for your games as you see fit.
